I'm not the nominator, but I have seen all of TCW. The series is set before Luke and Leia's birth, so, no, he does not appear onscreen. The final episode mentioned in the comment you replied to says he "appears in hologram", but from what I can tell, this is nerdy back-counting from when Luke's mother would have conceived. *She* appears in a holo-call and I think it is presumed she is already pregnant, therefore Luke kind of technically appears in the hologram.
